Wholesale and distribution cold storage
In a restaurant, refrigeration protects the product. In the Chelsea produce district, refrigeration is the product. A cold room down at 2am is not an inconvenience, it is a truck that cannot load.

The New England Produce Center on Market Street in Chelsea is one of the largest terminal markets in the country. Around 27 companies operate from it, moving fresh product to supermarket chains, independent and ethnic retailers, restaurants and distributors across a region reaching from Connecticut to the Canadian Maritimes.
When the Boston Market Terminal closed in Everett in 2021 after fifty-three years, its produce distribution tenant moved roughly five hundred feet across Market Street into Chelsea and built a new facility around modern cold chain requirements. The corridor either side of that street, Beacham Street, Eastern Avenue, Everett Avenue, is wholesale food end to end.
We looked at how the established Boston refrigeration companies describe their service areas. Not one of them mentions any of this. They write for small restaurants and hope the wholesale work finds them.
What is different about this equipment
| Restaurant kitchen | Wholesale cold storage | |
|---|---|---|
| Consequence of failure | A weekend of prep | Loads that cannot ship, and downstream customers |
| Operating window | Service hours | Frequently midnight to midday, the failure and the fix both happen overnight |
| Systems | Self-contained units and small condensing units | Racks, remote condensing, multiple evaporators on shared circuits |
| Charge size | Well under 50 lbs | Routinely over 50 lbs, which brings EPA leak-rate obligations |
| Diagnosis | Find the fault in one box | Isolate rack-level from evaporator-level before anything comes apart |
Leak rate obligations you may already have
Systems holding 50 lbs of refrigerant or more fall under 40 CFR 82.157. For commercial refrigeration the annual leak rate trigger is 20%; repairs are due within 30 days of discovery, with verification testing after, and records retained three years. A system that leaks 125% or more of its full charge in a calendar year has to be reported to the EPA.
Most of the racks in this corridor are comfortably over that threshold. If nobody is tracking leak rate for you, that is a compliance exposure sitting quietly alongside the operational one.
Access, and why it matters here
Getting to Chelsea and Everett from Boston runs over the Tobin Bridge, which has been under an extended MassDOT rehabilitation program with recurring lane closures through the Chelsea Curves. It is a planning problem, not a surprise, provided whoever is coming to you knows about it.
